The Iota would be a great choice for this, or an appropriately-sized Meanwell.
I am also not sure why it has to be 14.8 V. Don't forget that under heavy draw, the batts are not going to see 14.8 V coming in, but an amp-balanced voltage that considers both the input amps and output amps. Even if you push 14.8 V, a heavy draw is going to pull it down substantially.
The Iota are power supplies with charging functions. They will stream at their float V (13.6 IIRC) forever, and two of them paired will do this at twice the amps. They also have 3-stage charging functions (14.2 max IIRC), as well as a higher boost (14.6 IIRC).
The Iotas are both powerful and somewhat flexibe, which gives them the advantage in this application over a Meanwell, IMO.
