The 100 amper might only be doing 94 if its wires to the battery are too high in resistance. I am getting 103 amps using 18 inch #1 starter cables.

Big struggle getting fat wire into the set- screw terminals, so depending on how you achieve that with pigtails or adapters, you can have "connection" resistance too.
the terminals are so close together you need to wrap tape around the wires going in so stray strands don't touch the other side. I put red tape over the positive terminal because the + sign is hard to see.
Another thing might be if the input 120v is low.
Try increasing the voltage above that 14.7 and see if the amps go higher. That would be an indicator.
Also sometimes with mine it will start at say 99a and start going up, getting to 103 in a couple minutes after starting. At the end of the Bulk stage it usually goes up a tad in amps for a minute or so, which is a signal that it is about to start tapering the amps.
