Why not internally modify the WFCO to give you the FIXED needed 13.2Volts?
Not hard to modify their output voltage and if needed keep it fixed
The several different WFCO models all are vastly different internally
I assume you have a good ESR meter - LOW ESR is critical in some circuits but not all of them
Panasonic caps from DigiKey IMHO are very good maybe even the best and priced right. For us residing in North American two day low cost delivery is a plus.
Caps do indeed fail - Get good ones they last many many years
My 1972 Pioneer SX-1250 Receiver had to have many of it's caps replaced earlier this year - darn things only lasted 40 plus years
