Panels, like generators are rated at sea level. Their caraturistics at 10,000 ft are completely different.
Thin air, low humidity, extreme light levels, cooler all temps produce higher Voc and Isc. I see over 10a Isc in Denver and higher at altitude. The difference between hot and cold for me is a half a amp, not amps.
