In parallel pwm, your 24v/250w panel's Vmp would not come into play. But the combined Isc of the two panels would be rather impressive.
My 60 cell panels have less voltage than some which apparently would make them less suitable for a 24V parallel setup.
But each of us has different equipment and setup so generalized assumptions may not be beneficial.
Anything > 30v should be sufficient to charge a 24v bank, using pwm.
