My panels show 0A at Voc for all levels of radiation. Amps are a very steep dropoff beyond the knee on the IR curves.
You are still having fun with the semantics trying to get a rise out of us, only now you have switched to volts instead of amps. Won't work! :)
Better stated: The IV curves for my panels show that all for all levels of radiation the amps are 0A for Voc. So I don't see how Voc would help to determine how it will charge a battery.
In fact the main reasons for checking Voc are:
1. Don't exceed the controllers rating
2. Voc and Isc can be easily measured to determine a basic panel test.
