By "pwm use Voc", I meant to say, as long as Voc is adequate to overcome Vbatt plus Circuit Resistance, charging can commence... with or without a controller, for that matter. But that may be something to consider if thinking about going 24v to 24v, using lower voltage panels such as CA Traveler's. They just may be too low to work in a wide enough range of conditions.
I believe you mentioned something about older 12v panels being around 15v? Same deal, here. Some 24v panels may not be up to the task of supplying power to a 24v to 24v pwm system. And that hopefully answers CA T's question regarding the necessity of considering a panel's Voc; other than the things he mentioned.
