I don't see why it would? Seems to me, as long as there was enough wattage to initiate a charge, either would start at the same time, under similar circumstances. At say a minimum of 1a output, and 12.2v Vbatt, plus 0.3v Rcirc, either panel would have to produce about 13w (allowing for inefficiencies) to initiate a charge, and wattage would have to quickly increase as Vbatt rises.
