We had a BFA that I bought used. I've cleaned lots of little carbs and couldn't get it to run right. Luckily there was a fuel system shop in town. Used to be a "carburetor shop" but now very few carbs, more and more fuel injection work, even turbos. Anyhow, they did a rebuild, with ultrasonic cleaning, and it ran right afterwards. They asked "Did you know there was GUM in some of the passages?" Yes, that's why I took it to YOU!
Oh, if it doesn't run "quite" steady, try replacing the Governor Spring. I think the parts list calls it "Music Spring." It's a ways down in the troubleshooting chart, but for about $3 I thought it was worth a shot, and it was.
Actually... I determined my governor spring needed replacing while loading up for a trip several years ago. In a pinch I moved it's position instead. Now the thing runs at 59.9 to 60.1 hz regardless of load!
So it seems the engineers should have designed it with a looser spring set at a different fulcrum point.
How much did they stick you for the rebuild?
