UPDATE:
We pulled the Ignition fuse and after that fuse was out the engine was able to start and stop just fine.
Not sure if it helps narrow down the problem, but without the fuse everything seems to be working fine, so I think I'm good to go on this issue now.
Still looking through options on why that would be the issue but I guess if it works without it, then I just don't need it.
