The OP said he found switches that are MOMENTARY. Both directions. I remember some Fleetwood Blunders that had a momentary/on switch to the left of the steering wheel. But this sounds more like a wire was misconnected at the house batteries. Perhaps the previous owner fought this then put the vehicle for sale.

STEP ONE With a volt meter start engine and see if voltage on house batteries raises. Step two depends on what you find and report.
