Surging is usually do to sticking/binding governor linkage, incorrect governor adjustment, bad governor spring, improper fuel mixture or gummed up carb.
When I have encountered generator problems on the road I sometimes bring the rig into a local truck outfit - refrigerated trucks use generators to power the refers and they are pretty good at tuning a generator and they don't charge much. Just a thought.
