Closer look at it, what I'm describing is the choke mechanism and the choke is always open on this the way it is. If you have a tough time starting it, that may be the reason.
Definitely a spring missing there.
As for the surging, have you tried simply holding the throttle mechanism open by hand? Don't over rev it, but you should be able to get it to be steady by hand. If you can, then you know the issue is with the governor assembly. Like KSG said, surging is usually the sticking or binding of the governor linkage.
Take WD-40 and spray around each of the links. If it clears up, then you can either keep a can of WD-40 handy.
