If I force the choke partially closed and hold it there with a small piece of wood, it will stop surging. I have done that and let it run for an hour, no load, and have checked the output and its between 127 and 130 volts.
I also wondered about that connection to the choke and how it doesn't really move it. If anyone has a picture of what I am missing send it my way. Maybe it is a spring that pulls it closed and the vacuum holds it open.
