Does anyone know if the 146-0705 carb is the same carb less the Cut Off Solenoid Valve as the A042P619?

Do I need that Cut Off Solenoid Valve or is it just for safety? Also wondering if I can just put my Cut Off Solenoid Valve on it and its the same cab as the A042P619. Looks like same exact carb less the Cut Off Solenoid Valve for $80 less.
