Generally not on its own. In most RV generator installations, the battery to start the generator is the house battery, and the house battery is charged when the generator is running via the usual converter that charges the batteries when on shore power. So far as the generator is concerned, that's just an AC load connected to it.
I gather a few setups have a separate generator starter battery, and presumably they do have some other means of charging that battery, either built into the generator or otherwise. I suppose some could also use the chassis battery to start the generator...there's enough variation in RV wiring for most anything to have been done at some point.
