No way. As previously posted his "600w" is really more like 508w at the output at best. This assumes aimed panels at high sun so panel can do same as its rated Isc. (careful wording there--same amps, but not actual Isc)
Meanwhile his array could be 1200w if he went to 24v, but he would still be at the 40 amps. If he went to 1200w at 12v, now he would need an 80 amp- controller.
Note that Morningstar (not sure about the other brands, but seems like) says they rate their controller amps ASSuming battery voltage is 13.3v, which explains why the numbers come out funny if you don't do it that way.
