In theory MPPT will do better in low light than PWM but "shade" is a moving target in these discussions.
There is shade from high trees with lots of light getting through, shade from thicker coverage and less light, shade from an air conditioner shroud next to the panel, and covering part of the panel with a towel.
Also the way the diodes in the panel are arranged makes it depend on which cells are shaded as to what happens to the output of the panel. Gets complicated.
