This is a minor 12V loss and in fact doesn't exit normally because under normal charging or usage the voltage is higher than 12.0V. 1000W/14.8V=68A for bulk charging. If the batteries are loaded down then the voltage is lower of course. But these figures reflect tilted and pointed panels at noonish.
In my opinion a 60A controller is fine for 1000W flat panels and there is no need for a larger controller.
