YEP, you probably have them at home to in your kitchen and don't know it. Kitchen counter tops are 20 amp circuits in modern day homes.

Because the NEC does not require it.
officially they are 15 amp outlets with 20 amp feed thru capability and installed on a 20 amp breaker on #12 wire in your house so it kinda makes it a 20 amp outlet don't it!
