460 watt solar setup: wire sizes?

Suppose potentially 16 amps are coming from the panels, but only 8 are going to the battery bank. The other 8 would be diverted to water heating (for example).
Without diversion loading those 8 amps are lost and not used because the charging has tapered to 8 amps.
