The OP didn't say if both "hots" were actually hot, just that he read 120 from each to neutral. If the neutral reads 120 to ground, then I'd suspect that one of the "hot" terminals would likely read zero to ground, indicating a reversed hot/neutral connection. A 120 reading from hot to hot and a 240 reading from the other hot to neutral would verify that.
