We really need more readings. We need:
NEUTRAL to L1. (should be 120)
NEUTRAL to L2. (should be 120)
L1 to L2. (should be 240)
GROUND to L1. (should be 120)
GROUND to L2. (should be 120)
GROUND to NEUTRAL. (should be 0)
Only with this info can we try to diagnose the problem.
