I agree on the 20's. In fact, like in a S&B house you usually a whole room, or several rooms full of 15 or 20A duplex outlets on one 15A or 20A breaker. Unless the 20A is feeding a "permanent" load, e.g. dishwasher, garbage disposal, etc. that fine with code in the U.S.
I don't know if code requires a breaker at the pedistal or not. It doesn't in the U.S. on a dedicated 30A outside TT outlet, just at the panel.
As long as it is protected upstream should be ok. IMHO the breaker at the pedistal is more a "nuseance factor preventor" than anything. That way the CG operator doesn't have to reset tripped breakers.
