While I'm quoting the 2002 code, I don't believe it has changed since then.

While there is a FPN (Fine Print Note) that the demand factors may be inadequate in areas of extreme hot or cold temperatures with loaded circuits for heating or air conditioning, it does explain why some parks have considerable voltage drop when filled.
