They both have less output than panel wattage. MPPT can still do better, but not by nearly as much as often quoted.
In my example above at 213w output form a 250 watt panel, you would get Isc with PWM from a pair of 125w panels in parallel. Isc would be about 250/130 x 8.2 = 15.76 amps, battery voltage 13v so output watts is 205w for the PWM
213 - 205 = 8w and 8/205 = 3.9% for the MPPT over the PWM in this example.
