Costco is good if you have a membership. If you don't, the cost of the membership plus the batteries makes it a much less attractive deal.
Sam's Club offers a one-day guest membership that has a ten percent surcharge on the purchase price of stuff (but doesn't cost anything up front). That's what I used to purchase my 6V batteries, and for me it was the most economical choice in my general vicinity. There is a Sam's Club in Pittsburgh, it seems.
Golf cart dealers can be quite variable; sometimes they may have very competitive prices, but others or other times the prices are much higher than Costco/Sam's Club/etc.
