Is the trailer hitched to the truck? If not hitched you might have a grounding problem. The ground should go through the 7 pin. But for some reason some people seem to think that ground is not necessary and let it ground through the hitch.
Truck lights are on. And running lights on the trailer do turn on. That's why it was so weird to see that it works jumping 3 and 4 while connected to shore power and not when connected to truck.
