And assuming you're saying the camera works when you jump pins 3 and 4 on the Umbilical of the trailer. Then your truck is not providing power at the 7 pin. As Cptnvideo suggests try plugging in to the 7 pin and turning on the truck lights.
Your correct on the assumptions, I have turned on the manual lights to on and still no dice, it's become frustrating and led me to believe its in the truck connection trying to cover all my bases here.
