Yes it sounds like your truck is not providing any power down the 12v line. Typically that line is dead like fused but no fuse in the holder from the factory. So you're going to have to find where the fuse is supposed to go and either put a fuse in or replace the burnt fuse.
What's the make model and year of the truck? We can probably tell you where the fuse is if you need help finding it.
