GCFI Outlets have to have 120V AC power in order to reset.

800W at 120V is less than 7A so yes charging dead batteries will overload that generator

Sounds like that breaker (Ten) feeds converter which is trying to charge batteries
Converter Fan is going to be running full on while converter/charger is trying to bring those dead batteries back up in voltage
