A insta-hot would fill your needs on a small flow basis.
We stick a clean pot under the faucet until the water is hot. That water is clean too so it is used in a variety of ways. We only run the hwh for showers, so the catch water is heated by running it through the coffee maker for dishes and such. If the water in the heater is still hot, we use the catch water to rinse with.
Power is a none issue with the solar but water is in limited supply with only 60 gal for up to two weeks. Not wasting it means we still get to shower everyday and use real plates and utensils. Letting it run till hot may only waste a gallon or two a day but that's a shower for one of us.
