I'm sorry this makes no sense,
The breaker for the air conditioner, does not control the whole house
That one breaker should be either a 15 amp or a 20 amp
Something is labeled wrong or wired wrong
Or there is a break in the circuit and a cross circuit feed back
What is the size of the breaker?
One pole or a double,
Run every thing you can on propane,
Most A/C units use about 12~13 amps when running
The water heater will use just as much maybe more
The total is too much for a 30 amp service in hot weather
Last minute thought, do you have three A/C units
The one in the middle might be an add-on, and wired to the main 30 amp breaker, so it is getting all loads, tripping that will shut down the whole RV
It very likely needs to be replaced, by an electrician
