I am used to thinking that charging batteries separately is BETTER, because putting a 24v charger on two 12v in series often means one battery gets over- or under-charged. But you have a good point that with solar it would be different -- I would quite possibly not be getting both (or either) to 100% SOC, and going by hours or minutes would be an inaccurate way to balance them.
Is there a way to charge them both together, off a 12v panel? The things I have thought of all end up with the batteries connected in series and parallel simultaneously, which I imagine is a terrible thing, especially when running current in.
(Equalization, IIUC, is not a thing for and AGM batteries, in the sense of high voltages to balance across cells?)
