I installed our own receptacle on the outside of the garage last winter. We had a 60A subpanel already present in the garage, so it was just a matter of a 30A breaker, 25' of orange 10/3 Romex, and an external outlet box kit we picked up at Menards for around $30 complete with a breaker and outlet.

One question to ask before installing a monument in the yard... are you always going to park in the same spot?... Having the monument would probably limit us more. I chose to mount mine to the house so that it had some protection from the weather. Being under the overhang of the roof, I won't have to worry as much about ice in the winter.
