I suspect your biggest problem is poor design/installation. The upper vent isn't high enough due to the design of the camper.

Also one of the most critical things that fans and insulation cannot correct is the space between the cooling unit and outside wall. If the air goes around the cooling unit instead of thru it, nothing else will help.
