The term is I as in IV curve :) Strangely enough those IV curves are for Isc at different insolations. Agree there should be a term for I that you get without short circuiting the panel.
If your PWM set-up is any good, the I you get to the batteries at any moment will be the same "value" as the Isc you would get then if you measured panel Isc.
The panel "rated" Isc is just that value of Isc at STC. You should get that I to the batteries from a panel aimed at a high sun. Isc (and I) at other times depends on insolation, panel orientation, etc.
