As you know, I drops based on the IV curve, I think for you @~ 13.5, of course if you had 2 v of loss, the panel would be 2 v higher than the battery and closer to the value of Imp (it may actually be Imp), just playing along with using 16g wire. ;)
It recently dawned on me that current doesn't actually taper in abs but the duty cycle (PWM on off) is off more, so in ON mode, the current is still that @ batt volt + loss which could be closer to Imp than Isc. When averaged with Ioc or Voc, the I seems to taper and the V seems to rise!
