I was ignoring the line loss from cc to batt!
To me, the big line loss is between the controller and panel.
Consider 2 batteries both @13.5v, connected directly or via PWM CC, one with small wire to achieve 3.5v loss between the CC and the panel.
Batt 1 is getting 'Isc' from a 13.6v panel and batt 2 is getting Imp since the panel is @ 17v
