You get I = "rated Isc" with the panel pointed at a high sun, when the battery voltage is in the lower range before the tapering before the knee. Otherwise you would get the lower I after tapering starts with the higher battery voltage.
If you disconnect the panel to take its Isc, you will not have any battery voltage there, so that Isc could be higher than when connected. If the battery voltage is before the tapering and Isc is low from low insolation, you will get that same I when you reconnect, same as the lower Isc due to the low insolation.
Imp is just a value of I that "goes with" where Vmp is on the IV curve. Since that Vmp is on the knee, after I has tapered some with the higher voltage, "rated Imp" is lower than "rated Isc"
Do not confuse "Imp" or "Isc" which could be anything at the moment with "rated IMP" or "rated Isc" which are specific values of I in specific circumstances.
