Well the answer is ... I removed the burner looking for critters, but I found this rusty burner. Enough rust that a good portion of the burner holes are plugged solid and that seems to fit the symptoms and I guess I can clean this up or get a new one ... BUT.
I can't really see much inside, without taking a lot more apart than I have, but where would all that moisture come from? It was a couple of weeks of a lot of heavy rain that proceeded the problem, and the box on the outside was very wet (but the silicone sealant seemed to all be intact so I don't think it got inside.\. The chimney seems normal, so it should not be getting in that way.
The moisture seems to have puddled at the bottom, so I guess it could have come through the propane - but that much water should have played havoc with all the other propane appliances and they all work fine.
Any ideas?
