That model uses DC to trigger the AC to the heater element
It also uses the same thermal fuse, set of t-stats for BOTH electric & propane.
So one can rule out those common items.
That leaves:
DC Relay
AC Wiring on DC Relay
AC Wiring on element
Element
Circuit Board ....electric power track
ECO (High temp t-stat) connections (millivolt signal sent to/thru ECO when using electric so ECO is in control loop
Dirty/loose connections will easily stop that milivolt signal
First 4 items are located under protective cover on backside of water heater tank
DO you have a voltmeter?
You can easily trace the 12V DC circuits from electric ON.OFF Switch to the AC to element
