I already addressed this in a previous post. Campground National Electric Code requires them to provide 41% of the energy that the entire loop is rated for. That works out to 1476 watts--so at 1248 I'm taking less than my fair share.
In other words, if there is 90 volts, I'm part of the solution, not part of the problem.
BTW the lowest I've ever seen was at a rural Church at 100 volts from a 15 amp circuit at the end of a 100 foot #12 cord. That has happened exactly once. I doubt that I'll see 90.

If the wire has certain capacity, putting "vacuum" on it means somebody else has to get less.
