Rubbish. Here in Ontario service is provided by local utilities that in turn are fed power by Hydro 1 ... during the hot summer months especially, low voltage brownouts do happen across large sections of the province, primarily here in S Ontario where most of the population lives. Load on the system at this level is well beyond the capability of the local utility to "fix". :R
