Ball mounts Is it legal to have one when not towing?

It seems from a search done when the original thread was fresh is that some states/municipalities tried to ban them when not towing due to complaints from people hitting them in parking lots because they couldn't see them. For example a car would pull in behind yours and not notice it before pulling into the spot and then not being able to see it because their hood blocked the view. None of these ever passed.
