Ball mounts Is it legal to have one when not towing?

My stinger sticks out about 7" and I need to start locking it. I live in Los Angeles and these freaks will steal anything hoping that they can "recycle it" at the local center! LOL

I have a 90's style Master brand lock that's not made out of Chinese pot metal - so I'm lucky there!
