Ball mounts Is it legal to have one when not towing?

Some time ago there was quite the thread about whether is it legal or not to have a ball mount in a TV when no trailer is attached. Came across answer today when looking for other stuff. I suppose a...

Mine has been rusted in for years, I couldn't get it out without a torch and air chise. If they passed a law it had to be removed I'd run a bead of weld around it and tell them it wasn't removable.
