I would guess it is more of an issue as a stationary vehicle than when in motion. There are many that I have seen that are either inconsiderate or just lack the ability to properly park their vehicle. Two issues specifically are when someone backs their truck against the sidewalk with the tires all the way to the curb not the rear bumper. So not only is the overhang in the pedestrian walkway but the hitch is sticking out even further. Then there are others that pull through the parking spaces so they can pull out but have poor awareness that the hitch is sticking into the parking space behind it. But this is more of an issue with the drivers behavior and not that the hitch is installed.
