Ball mounts Is it legal to have one when not towing?

Until I started reading about this, I always removed mine as a common courtesy to other drivers and pedestrians. Now that I read how it can really protect my rear, I am leaving it in place. A good defense is a good offense. Who knows, some kid in a Honda may try to get too close to my 6,500 pound pickup truck.
