Ball mounts Is it legal to have one when not towing?

Can't wait until vehicles are equipped with missiles or at least some kind of stinger for those who feel the need to punish anyone who gets too close to their vehicle. Parking lots could come to resemble a demolition derby with leaking radiators and busted grills for the losers. Rear bumpers could be eliminated and really effective probes could be installed with the money saved.
